BUG: Doesn't read ~/motion.conf but ~/.motion/motion.conf

The end of output of motion -h says

Will read motion.conf from current directory, ~ and /opt/motion/motion-3.1.17/etc.

Where "~" should apparently actually read "~/.motion"
