Feature Request: Ability to lower motion detection fps

Description

1) Currently, oprofile shows motion's alg_despeckle as the second most intensive symbol name on my motion box because I have fps 25.

2) It seems many detection algorithms work better with a lower fps like 4-5fps.

Us holywood freaks would really appreciate the ability to lower the motion deteciton fps

+1. Saving CPU is always good, if you do realtime encoding it is vital.
