should on_event_start run more than once per event?

Question

I designated a bash script for on_event_start in my thread1.conf and a different script in thread2.conf. It appears to run many times per motion event. Is this right or have I done something wrong? Is there a way to change it?

The bash script sends my phone SMS messages so I tried to limit the number of messages I get per event by putting counters in the script but it appears that the script cannot finish in between some executions of on_event_start and I get multiple instances which throw off my counters.
