BUG: motion ignores framerate and minimum_frame_time settings in Debian

I cannot report off the actual system I am running it as it has no mail connectivityon so please ignore the powermac bits.

It is a 533MHz fanless Via C3 with debian default 2.6.26-2-486 kernel and a Logitech, Inc. QuickCam Pro 4000. The system is seriously underpowered so I would like to reduce the framerate setting.

I have tried tweaking framerate and minimum_frame_time

I have "framerate 2" and "minimum_frame_time 2" in the config time

The camera still streams at max framerate (around 30fps), the sysload is around 50% and motion records up to 7-8 frames per second when motion is detected.
