BUG: CPU load is not effected if motion detection is paused

I use motion 3.2.12 on raspberry pi with one high resolution IP camera. To stop motion detection I use the trigger port to send "pause" command to motion.

The problem is that the CPU load does not drop if motion detection is paused. In my case the CPU load is still about 98% with motion detection paused or not paused.

• I use only one IP cam.
• used command to pause is : wget -O - http://localhost:18920/0/detection/pause
• Live Webcam Server is off
