BUG: Ignore bad frames
Sometimes the JPG does not download correctly and is broken, i.e. the bottom half is missing. Motion detects this as motion, whereas it should ignore the frameThis is and example of a broken frame, which motion believes to be motion: http://i.imgur.com/xJU11cX.jpg
