Can't establish connection to server at localhost:8080

Question

I've restarted Motion, and now I'd like to control it. In Firefox, using the same box that Motion is installed on, and into which the webcam is plugged, both http://localhost:8080/ , and http://127.0.0.1:8080 return a "can't establish connection to the server" error. http://localhost:8081/ gives a "Failed to Connect" error.

I've read this: http://www.lavrsen.dk/twiki/bin/view/Motion/WebcamServer , and this: http://www.lavrsen.dk/twiki/bin/view/Motion/TuningMotion , but neither indicates how to start the webserver or how to check to see if it's running.

Does restarting Motion automatically restart the webserver that Motion uses?

If not, how do I restart that webserver?

(Also I have yet to determine if the drivers for my single camera are installed, and if they aren't, maybe that accounts for the webserver not displaying anything.)
